[daip] POSSM: labeling not correct with APARM(9)=1

I am back from vacation and fixed this issue.  I also addressed the 
excessive crowding of the IF labels when NPLOTS=4 and there are lots of 
IFs/polarizations with APARM(9)=1,2,3.

Tomorrow's MNJ should fix this up.
