[daip] POSSM: labeling not correct with APARM(9)=1

Hi Walter,

Eric is out of town.  I have tracked this bug down a change Eric made on October 
18.  This was evidently to fix labeling from overlapping, so I am wondering if 
this is a feature.  So I am going to wait until Eric gets back later this week.
