New Staff Reply: VLBATECR, VLBAEOPS: can't find /tmp files

Amy has just fixed a bug in VLBAUTIL affecting VLBAEOPS but not VLBATECR.
A MNJ tomorrow will run forever (I made a change to the maximum number of
channels and fixed a bug in the cal routines when there are 32768 channels
and 2 IFs).  When it finishes you will have a new VLBAUTILS to RUN after
which VLBAEOPS should work.
