New Ticket: TBAVG

I noticed the welcome change in TBAVG such that it should now be able to ignore autocorrelations. However, the program now behaves oddly with respect to time averaging in the case where autocorrelations are present.

Essentially the value of SOLINT seems to be ignored. In addition, the number of time bins in the output data set is different depending on whether the input file is a spectral line data set (single source) or the corresponding channel 0 data set.

These problems do not occur if no autocorrelations are present.
