New Staff Reply: UVAVG and sort-order

I have put back a version that thwart the bug in the 64-bit Intel
optimizer and causes times (the ones sorted upon) to be correct.
The little random parameters loop was getting slightly odd values
when it recomputed the times and would rarely get times different from
each other by 0.008 sec when it should not.

Tonight's MNJ should fix.
