New Client Reply: UVAVG and sort-order

They were basically default except for YINC=5 secs (the integration time in
that data set was 3secs, goal was to average it down to 6 secs).
I used CPARM 1 1 20 0 for the subsequent INDXR which produced the
"DATA out of order" message, although I don't think that should make
any difference.
