New Staff Reply: TBAVG

The two tasks are straightforward enough in their averaging
so I would expect about the same result.  The one difference
I always expect is an issue of binning - did the two use the
same range of times in each average bin?  It looks to me as
if they should but the codes are quite different (TBAVG being
an old FUDGE clone).
