You should be able to ftp to ftp.aoc.nrao.edu as anonymous giving your 
e-mail as the password.  Then cd pub/software/aips/31DEC12 and get 
install.pl.  Put that file where you want the $AIPS_ROOT to be located 
and do
perl install.pl -n
