New Staff Reply: FITS new WCS problem

I did manage to get the file eventually and walked
through the header computation.  AIPS cannot handle 
skewed images and the coordinates attached to this
image are skewed.  The scheme to get the best 
average coordinates from such a CD matrix assumes
too much accuracy in the CD values.  I will change it
to favor rotations less than 90 degrees and to use
more sensible averaging.
