More mysteries:

If the work file pre-exists (even if IMAGR destroys it
as dangerous) FQTOL is not known and so is 0.  And who
knows what else is not known that should be...

The value of FQTOL is critical to success.  If the last
channel group has only a modest number of channels then
it fails.  If all groups are the same (large or small) it works.
Try FQTOL=63000 or 127000.
