New Staff Reply: COPIX and 0 declination

Indeed, the verb code set only COORD(1) and/or COORD(4) 
negative.  Fixed it to set all 3 as needed.  It will be in
tomorrow's MNJ.  I added a bunch to the COORDINA help file.
