New Staff Reply: TV server

More and more people are getting this - I guess there
is some change in the Internet protocols and either our
code or your machine is not keeping up.  I cannot
tell which.  We will need to investigate.

In the mean time
   aips tv=local
will work so long as you do not want the internet
capabilities (which few people even know exist).
