New Staff Reply: FRPLT

The plot is okay, the labels when fringe rate is plotted
with > 1 frame are wrong.  Other issues were also seen in
testing this such as solit = 1, 2 baselines, nplot=2
but the 2nd baseline is missing in the integration time.
The task goes on to the next integration time and makes a
double plot at the top and single below.  Also other
labeling issues.  This task came from POSSM and will have
such issues.  I will work on it some more tomorrow.
