New Staff Reply: odd interpolation behavior

The same thing is going on that has gone on in CLCAL for
a long time.  The DOBTW parameter applies to the time
smoothing of the combined SN table before it is interpolated
to the times of the CL table.  The final CL table ends up
with interpolated values from the SN table including all
calibration sources selected by CALSOUR and/or CALCODE.
