New Staff Reply: Missing CL table values after running FITLD

I corrected 31DEC11 yesterday.  The problem was in the meaning
of the time in the MC table.  The only "documentation" stated
that it was a midpoint of an interval which is normal for these
tables but notably not the IM table also used in building the
total delay recorded in the CL table.  Walter assumed that the
time was the start of the interval and the MC table reflected
that - with sources present only in the intervals they were
observed using Walter's notion of the meaning of time.  I have
changed the AIPS MC table routines to reflect this meaning of
the time and added to FITLD counters to report any CL lines that
lack data from the IM and from the MC tables.  Your data will
now load normally - fortunately, until now, I think no one used
the clock and atmosphere columns in the CL table.
