[daip] problem to connect to ftp.aoc.nrao.edu

Hi Pheneas,

I suspect that you have a firewall that blocks rsync.  I have cced this to 
daip at nrao.edu because tomorrow I am on my way to Johannesburg and so someone 
else will probably have to follow up with you.
