New Staff Reply: ZTACT2 messages in AIPS

The ZTACT2 is called to find the process number to see
if the task is still active.  It might deduce that the
task is no longer active.  In which case AIPS might start
back up prematurely.  This still should stop the script
with an error but I suspect there would be ways to avoid
that also.  In a case in which the variations are happening
it would be good to check the message file closely to make
sure that a premature resumption has not occurred.
