New Client Reply: ZTACT2 messages in AIPS

Yes, our setup is to have multiple users running AIPS on a central server.  All AIPS users belong to
the 'aipsuser' group for access to the AIPS data discs;  and also to a 'user' group for general file access.
I can see that in some cases at least, temporary files are created with group read/write permissions, e.g.:

  [djt at appcs /tmp]$ ls -l UV*
  -rw-rw-r-- 1 mps54 user     0   Nov 24 17:15   UVPLT1.2214

so I don't think there should be any problems with file permissions, although we haven't monitored
this closely while the errors are being reported.

There's some evidence that a clean re-run of the script can produce variations in the reduced
output data, which is our main worry.
