Try going to the load module area and looking at the permissions on the 
file that start with XAS -

i.e.

cd $AIPS_ROOT
source LOGIN.CSH     (or . LOGIN.SH for bash)
$CDTST
cd $LOAD
ls -laF XAS*

These should all have x in theor permissions for user, group and world.

The permission denied message suggests that the x is missing...
