New Staff Reply: questions on antenna file modifications

PRTAN is not modifying the antenna file.  It is interpreting it
including using the adverb DOBTWEEN to tell it to do the second
display relative to the average of the antenna positions.  It is
mostly useful for EVLA users who are used to the array centric
antenna coordinates but who now have Earth centric ones.  You can
turn it off with the adverb.
