I had no good way to test it but now do and you are right.
I thought that things had their units made into something useful
internally.  Not so.  Delays are ~1.0E-9 and rates are 2.4E-13.
So the max/min routine correction I put in has to include that
scaling in the test.  It should work tomorrow.
