New Staff Reply: Weather table missing column

AIPS has been revised to deal with abnormalities in the WX
table as written by CASA.  Two columns had their labels 
spelled wrong although one of those was caught and handled
by the table routines and the other (antenna number) does
not matter in the INDXR application.  Far more importantly,
the time column was in single rather than double precision.
I do not see why all CL tables were not filled by NaNs.
AIPS now handles the CASA version of the file as well as
the expected version.
