[daip] AIPS version new doesn't start on "casa-dev-16"

The 64-bit Linux version is new in TST and does not exitst in 31DEC08.
You cannot use version = 'new' on 64-bit machines.  There should be no 
need to use version=new which does not know about widar data among other 
things.
