[daip] Averaging pairs of IFs in AIPS

Hi Steve,

I cannot think of anything that will average IFs independently inside a dataset. 
   Eric is away and he might know something that I don't.  You could try to 
VBGLU the data back together rather than DBCONing, that would "stitch" the back 
together, rather than creating different subarrays.
