Note that one file has 1 IF and the other has 2.  To concatenate these 3 
IFs - run UVCOP on the 2nd data set to copy into 2 files one with BIF=1; 
eif = 1 and the other BIF=2; eif=2.  Then 2 executions of DBCON will 
bring the 3 data sets together.
