The tv=local has its own problems including many options so it is not 
the deafult.  It appears that there is some sort of issue with your 
computer talking to itself via the internet sockets.  That is 
system-level black magic I do not understand.  So long as you do not 
want to talk between computers (much) the tv=local is frequently faster 
and otherwise quite acceptable.
