[daip] TIMERAN feature in FILLM

FillM subtracts half an integration time - not adds.  I bet that the 
time stamp on the data them selves (the end of the integration) was 
microscopically larger than your stop time althoughaips would then mark 
it with the correct center time.  I guess I should add a fudge factor...
