Yes,  but I'm on holiday, so you need to post to daip at nrao.edu.

If you do

sysctl kern.sysv

See what it reports.  If the numbers are what you set in /etc/ 
sysctl.conf then there is some other issue which we will need to track  
down, if they are not then the /et/csysctl.conf file is not being  
executed on start up and we will need to track that down.
