Inquiry has shown that this parameter must be set manually by operators 
when configurations change and so is not reliable.  I am changing FILLM 
in 31DEC08 and 31DEC09 to attempt to compute this (will be installed by 
tomorrow's MNJ).

I did not know it existed...
