[daip] FITS IDI Format new document

Locally, Walter Brisken should certainly get it.  He will know the 
extent to which other DiFX people should see it.  There is a DiFX email 
exploder that might be one appropriate destination.

A quick Google search shows:
The SMA uses it.
HALCA correlation centers - NAOJ, VLBA, and DRAO all use it.
JIVE uses it.
LWDA seems to use it.
I found an July 2008 exchange between you and James Anderson about 
making changes needed to support instruments like MWA, LOFAR, LWA etc. 
Is this what triggered the current effort?

I presume someone at each of the above would like to know of any 
standards modifications.  And there are likely to be others.
