[daip] CALIB flagging

When I run CALIB without averaging polarizations and IFs on a 2 IF, full 
stokes data set, I get a flag table with some flags on each IF and with 
pol flags of the sort 1011 or 0111 as expected.  When I set aparm(3)=1 
and aparm(5)=1 to average the polarizations and IF's, the output flag 
table has polarization flags 1111, as expected, but all flags are IF's 1 
trough 1.  In other words, there are no flags for IF 2 even though the 
IFs have similar data and there are around 29000 flags for IF 1.  I 
expected all flags to be IFs 1 through 2, or at least to have a similar 
number of IF 2 flags as IF 1 flags.

I suspect the above is enough to go on to find the problem.  But, if 
not, let me know and I can provide whatever is needed.

This was on the Mac that looks like it was last updated on July 10.
