[daip] FILLM not reading data

With this amount if information I can only make wild guesses.  The most 
likely is that the requested observation code, sources, bands, etc did 
not occur in the file.  I have seen this, for example, when the 
requested bands only contained special data (pointing, delay setting) 
with no regular data.  Be sure of course that the correct input files 
were opened and examined.  Use PRTTP to look at the FILLM input file. 
It may be able to provide useful information.
