It turns out that my answer to you was only partly correct.
In FITS IDI, antenna coordinates must be given wrt the center of the
Earth and are on the Greenwich-oriented coordinate system.  In AIPS,
these coordinates are not changed except for a handedness convention
issue.  For a smaller array, the convention for the array center
coordinates is as stated in the IDI document.  However, the antenna
locations wrt the center are in a local coordinate system tangent to
the earth at the array center.  The task UVFIX uses the array center
longitude and latitude in computing the projected baselines (see
OBSPOS, XLONG, etc).  This convention for antenna tables is used by
the VLA, GMRT, ATNF, etc.
