[daip] SPLAT bug in AVGTIM

Thank you.  It is amazing to me that split and splat after all these
years can still contain such terrible errors.  I guess the buffer
overruns on most compilers were benign and the scaling of compressed
data not too bad.  The actual code should be
         NCOPY = LRECU - NCRPM
         NCORR = NCOPY / CATBLK(KINAX)
for all later use including in AVGTIM.

I have issued a patch for 31DEC06 and it will be in tomorrow's MNJ for
31DEC07.
