No it did not.  VLANT is not in 31DEC06, it is new.  This function
requires your computer to have internet access.  I am betting it is a
Mac (Linux almost always has wget).  I do not know why curl would
fail.  (Unfortunately, to avoid excess normal messages and error
messages are blocked also.)  

The command (simplified some) that is being executed is

curl -o /tmp/baselines.vlais.07 ftp://ftp.aoc.nrao.edu/pub/VLA/baselines/baselines.vlais.07

You could try that from the command line and see what it says.

A work around that would have to be repeated is to copy by hand the
relevant file and put it in $AIPSTARS as VLA.ant.2007.
