It sounds like there is some problem creating or initializing the
required system files.

cd to your aips_root area
source LOGIN.CSH             (or . LOGIN.SH for bash)
$CDTST
cd DA00
ls -laF
cd $HOST
ls -laF

Can you show me what this says and also tell me more about your
installation - e.g. operating system, did you do a binary install or a
locally compiled installation.  If the latter, exactly what compiler
and version was it?
