Yes I can give you a hint.  I downloaded this time range too and ran
PRTTP on the file with PRTLEV 2.  It told me that there are 3 segments
of data.  The first at L band is at subarray 2.  So set CPARM(6) to 2
in FILLM and you will get a bunch of HI kepler data.
