It would appear that the installation did not finish correctly.  There
are 2 programs that are run at the end of install.pl.  to run these by
hand:

cd $AIPS_ROOT
source LOGIN.CSH       (or . LOGIN.SH for bash shells)
RUN FILAIP
4 2
RUN POPSGN
0 POPSDAT TST
<cr>

This should get you up and running - if not send me what does happen
when you run these.
