[daip] SPLIT aborts after OOSUB

Thanks for your help - the issue was compressed data.  That
compression has to be forced on the output  since the low level
routines return what they get.  Had you run PRTUV or some such on the
output of OOSUB you would have found trash - the problem was not with
SPLIT but rather earlier.  Note that compressed data loses any weight
differences between channels in case that might be relevant.

        The CHANNEL adverb in these two tasks did not work as
        advertised and caused OOSUB, which tried some places to
        implement it, to crash.  Deleted the adverb from both.
        Fixed OOSUB to handle compressed data (DOUVCOMP required in
        UVIN) and to copy tables at the exnd (except AN and FQ which
        are already copied).
        Moved nowhere.
