[daip] disk FITLD concat

People are getting errors when they try to concatenate
files/jobs from disk with doconcat 1. It used to work
when loading different infile names, ncount 1, doconcat 1
(and outseq 0), but now it creates a new file each time
(even with outseq forced to 1), so it appears that the
switch deciding whether these files from disk can be
concatenated has changed with the new table stuff
