Normally this comes from re-compiling procedure too many times.  If
you RUN VLBAUTI once, then you never need to do that again so long as
you exit cleanly and start normally and do not do a GET to an area in
which you have not RUN VLBAUTIL.

Your LASTEXIT SAVE/GET area is probably way too full and since you
have gotten this message, a compress will probably not work.  Do a
RESTORE 0
which will get you a new POPS vocabulary, do one
RUN VLBAUTIL
and then
SAVE LASTEXIT
to overwrite the excessively used vocabulary.
Note the verb
CORE
will tell you how much space you currently have and
COMPRESS
will free up any no longer used POPS memory.
