[daip] UVPLT labels don't distinguish between "ante -14, 0" and "ante 14, 0"

There is a labeling problem in general here. If one asks
ANTEN=14,16,13; basel=0 you will see * - *
For omissions I changed it to say
NOTS 14 - *
it used to say 0 not * and it now says S since > 1 anten omitted
ANTEN=-14,0
will say
NOT 14 - 0
