Are the users actually issuing a dismount command from their AIPS?
Does that dismount command cause the tape to be ejected from the
device with no manual pushing of buttons?  Are they exiting aips in a
normal way or doing a CTRL-C?

(It is easy to remove the tape without dismounting and to bypass
dismounts.)

Note that TPMON has not changed in a long time....
