Can we get rid of the upper limit for USERID in MOVE.HLP?

It is currently set to 8192, but for the pipeline I want
unique numbers and to avoid clashing into existing numbers
I take them very high (I'm still using public directories)

All other tasks allow the range -32000.0, 32000.0 (but why
also negative??) or have no range specified. Thanks
