When you say the file system is mounted read only via NSF you have not
told me what files are part of that file system.

The file that is to be examined immediately after you type a user
number is the password file.  That is located in

$AIPS_ROOT/DA00/HILLER

and must be read/write accesible as must all files in that area.
Note that the PW file is usually a soft link to a master PW file and
so that master PW file must be read/write enabled to the remote
machine (HILLER).
