    Take a look at your $SYSLOCAL/FDEFAULT.SH.  It has a case
statement and sets the g77 compile options in COMPSWIT in a way that
probably confuses install.pl.

It might help if you sent me pieces of INSTEP2.LOG or INSTEP4.LOG
where things are failing.  Use of the g77 compiler on SUL systems is
not debugged all that much.
