[daip] VLBACPOL missing in 31DEC05

I tried running VLBACPOL from 31DEC05 on pegasus and it couldn't
find it.  Setting vers 'new' found it in 31DEC04.  At least some
of the other VLBAUTIL are present in 31DEC05, but not VLBACPOL.
