[daip] Cookbook suggestion

This is specifically in Item C.6.1 of the appendix, but it only
says this is "recommended" for phase-referencing experiments.
Maybe we should strengthen this language as well, because it
takes so little effort that people ought to just do it, even if they're
not doing astrometry.
