I'll start with a dumb question.  Is there enough disk space?
That can cause odd problems.

Did you edit the $SYSLOCAL/FDEFAULT.SH for compiler 2.95.3?
Are you running Redhat 7?

What I notice from your INSTEP4.LOG is that LINKs seem to
start before the FCs are finished.  This is very strange
to me.  Although it might mean nothing.

Unfortunately Eric is away for the week.
