AIPS should be installable by an average astronomer.  But I need much
more info before I can help.

Look in INSTEP2.LOG in $TST/$ARCH/INSTALL and grab the 50 or so lines
related to ZACTV8.C and send them to me.  Info about operating system,
version of aips, etc might help too.
